Section 30.30.010. Abandonment of vessel unlawful.

(a) A person may not store or leave a vessel in a wrecked, junked, or substantially dismantled condition or abandoned
(1) on the waters of the state or at a port or harbor of the state or a municipality without the consent of the state agency or municipality having jurisdiction over the water, port, or harbor; or
(2) docked at any private property without the consent of the owner of the property.
(b) A state agency, municipality, or peace officer may remove a derelict vessel from waters of the state when the vessel obstructs or threatens to obstruct navigation, contributes to air or water pollution, or in any other way constitutes a danger or potential danger to the environment.
(c) This section may not be construed to contravene any applicable federal law or regulation.
(d) A vessel that has been denied entrance to a harbor by a state agency or municipality may not be stored on waters of the state for more than 14 consecutive days unless all hazardous materials and petroleum products have been removed.
(e) A person who violates this section, upon conviction, is guilty of a misdemeanor and is punishable by a fine of not more than $500, or by imprisonment for a period of not more than six months, or by both.
